Governance by Political Economy · v3.0 · Updated April 7, 2026
Leaders govern better
for people who can
hold them accountable.
The GBPE Framework scores elected officials and corporate executives across 11 dimensions of governance. Not ideology. Not party. Documented actions — and their documented consequences.
Minnesota Cohort:
Six Officials, One Framework, No Curve
The lowest-scoring Democrat in the Minnesota cohort (Klobuchar, 6.0/10) outscores the highest-scoring Republican (Stauber, 1.8/10) by 4.2 points on a 10-point scale. That is not a difference of degree. It is a difference of kind. The GBPE Framework doesn’t argue the “both sides” claim. It measures it.

Framework Structure
11 Dimensions. Two Scores. One Gap.
Version 3.0 adds Socioeconomic Rights (D11) and applies a three-lens intersectional methodology across all dimensions: non-Western perspective, disability justice (Sins Invalid framework), and intersectional compounding. Disability justice is a cross-cutting lens — not a standalone category.
The Electoral Accountability Gap
Every leader gets two scores: a domestic score reflecting governance for constituents with electoral power, and a global score reflecting impact on people who cannot vote them out.
The gap between these numbers is the Electoral Accountability Gap — a structural incentive problem built into democratic systems. When victims can’t vote, there’s zero electoral accountability for their deaths.
Bill Clinton: 8.2 domestic / 2.8 global (+5.4). Obama: 7.5 / 2.9 (+4.6). Biden: 6.8 / 2.5 (+4.3). The pattern holds across party lines. The magnitude is what varies.

Stop Enabling Genocide. Make Congress Choose Sides.
The ICJ found plausible evidence of genocide in Gaza. The U.S. provided $18+ billion in weapons. International law has a term for that: complicity. Text or click to sign.
